Hi I tried buying dogecoins from ebay but there price is too high and need a person who has feedback I tried the official doge forum too but too many scammers there and price is double as high as the market price. Is there any exchange or place online from where I can buy dogecoins at market rate?

Cryptsy is the place you want to go. Keep in mind though that it's pretty tough to be "liquid" in the wild-west that is the crypto-currency exchanges generally. You didn't ask this specifically but I'll throw in my 2 cents -- the easiest way "to get in" probably is to purchase BTC via Coinbase (based in San Fran, US) and then send it to your cryptsy account and exchange BTC for DOGE. Approval on Coinbase is pretty easy if you're a US resident. Not sure if you're foreign. It takes about a week for a purchase order on Coinbase to clear, to get BTC if you hook up a US bank account. Faster I believe if you have a credit card.
If you already have BTC in a wallet socked away somewhere, just create an account on Cryptsy and send it over.
