I need to make almost perfect web 2.0 for my first tier, but I'm not sure how to since I've never ranked before. I'm made a couple of word press blogs with 1 post each but I'm not sure if I'm doing it right. I would literally pay someone to make the most perfect web 2.0 so I can see an example of quality web 2.0.

The perfect web2.0 for your tier 1 is the one that to the visitor looks like a regular legitimate blog. They would never imagine it's been set up just to place a link. So, what's a "regular legitimate blog"?

  • Content has to be unique, some posts long (400+ words, specially the one where you are putting the link to your main website) some other not. With images, links to some other authority sites (not just a link to your money site) and posts going on, ideally, forever, once per week or once per month, but it has to be kept updated. Also, the content has to be somehow related to the niche of your money site. And sometimes it might be just personal stuff, like in a regular blog.
  • The author of the web2.0 property has to look like a real person. Name, little bio, picture, all those things.
  • The web2.0 property has to get some external links. With caution, one of the things the Google Webspam team is targeting as of right now (penguin 2.0) is going upstream in the chain of crappy links, so I bet 1K spammy links will mark your web2.0 as spam, and a dozen otherwhise-perfect web2.0s marked as spam pointing to your money site will get you a penalty. But having said that, the more links you get to your web2.0, the better.
  • Also, get some social action for the web2.0, go to addmefastDOTcom and get some tweets, and some FB shares.
  • Don't reuse anything among web2.0 properties. No names, no emails, no content, no blogging platform, NADA.

A perfect web 2.0 would be one that has some authority, like a Tumblr page that has loads of related posts and images on it and lots of followers. If you have lots of followers and you are updating the page everyday, this will create lots of traffic for your target page and it will also gain it's own PR if you build some links to it.
