How to build a link shortener?

Hey I'm looking to basically build my own personal bitly or adfly more like it.

The point is, I want to find a wordpresss plugin preferably or any other way of creating a link shortening service for myself.

The flow would go like this:
Person clicks on link > it takes him to a page where it's filled with ads (similar to adfly) and it redirects him in a few seconds to his destination.

Something like this: mythemeshop.com/plugins/link-shortener-wordpress/ But problem is this requires me to create a page for each url.

I think you can purchase from Envato and asked the seller to make it custom code as per your requirements for some extra bucks. Or hire someone from HAF section.
