How to build a cloud stacking link?

Hi SEO experts,
I have read some articles and watched some tutorials on creating clound stacking websites in cloud sites like AWS and so on.
It's by building html static pages and interlinking them. But I watched a course, and it uses a software that builds the html pages. The problem I see is that it is like a copy of the original website. All html sites generated are similar, they are like mirrored websites, the same logo as the target url (money site) , and the same social links, google maps, contact email, even contact button leads toward the real contact page of the money site. IT builds dozens of internal pages, some iframing a target url. Is okay to do this stuff like that?
I checked out the site he is using as example and it ranks not. Not even has authority, it is lost among millions of resutls, but the backlinks are there, I am wondering if it is deindexed or simply the strategy did not work.
Inn any case, anyone who had gotten experience in doing this, who can share how does he build the html websites?

Mirroring your main site for cloud stacking is a no-go. Google's algorithms can easily flag this as spammy. Focus on creating unique content for each cloud page. Keep it diverse and relevant to avoid any SEO penalties.
