The goal of tier 1's is to help support your main money websites that you are linking. So the end goal isn't to get those websites to rank, and rather getting the pagerank pushed up a bit.

All-in-all, just make sure you are getting Tier 1 indexed before worrying about which anchor text's to use.

Good point you have raised. I had many instances where the tier 1 were diverse (since they were from different blogging platforms) but the problem were they weren't indexed. Don't worry though, it would only take 30 days or less for Google to index naturally but if you will build links to them, they'll be indexed in a week or less.

If you want your tiered properties to gain not just pagerank, but authority, they too need backlinks that are relevant to the content they contain. While I would agree anchor text diversity is important, to completely omit the use of your primary keywords when backlinking tier 1 properties is a poor choice IMO. If you fear your web 2.0s will outrank your site, then either your money site is extremely new or you are relying to heavily on a small group of web 2.0s for your tier 1. Diversify your link building efforts and create additional tier 1s that are also worthy of being backlinked with the appropriate anchor text too. This way no web 2.0 or other tier 1 property will outrank your money site and your domain authority will grow exponentially.

i use related keywords from google keyword tool

I go to Google keyword tool and copy related keywords i also use the related searches that google gives at the bottom when searching for the term. I use 30-40 keywords (excluding the main keyword of course) when i blast 20-30 web 2.0.
