I think you should look into how to set up a service-selling panel rather than being a provider. The risk of running a panel that resells services from a supplier is lower.
 
You may be able to look into setting up your own API with an already existing panel and do it that way. Most agencies do that since they just the API of the panel, and you can have users check it through your page. Look at some threads about it here on BlackHatWorld; there are some that about this.
