How to become a virtual assistant?

Hello everyone! I would like to know how i could become a Virtual assistant. I am from eastern europe and i have been trying some of the methods here but none of them seem to work for me. I am a noob, but i can do basic SEO, i can build wordpress sites and do data entry, write reviews and everything. I would like to earn 2,5-3 an hour. Is it reasonable to expect such an income? On what sites do i advertise?
