Stunnel proxy secured through TLS(SSL) and PAM is superior in every way.
Never say "...you need..." when there is more than 1 way, and especially if your way is not the best(or correct) one.
@OP, you are being paranoid. You said you don't do anything illegal, so just setup your own VPN or buy a membership at one of those VPN providers, done. Regular proxies do nothing by the way, since I'm assuming we are talking about ISP level deep packet inspection here. Other ways are described above, however that is overkill for you.

The U.S., UK, Canada, New Zealand, and Australia are the world's top internet spies, as well as real-life spies. You don't think every government on the planet besides these 5 countries wants that same power? Of course they do. Power is control.

Stop talking bullshit if you don't do anything illegal no one will come and turn off your internet or even take your computer. This law was passed to give more power to police to deal with internet crimes.
Nobody will shut you down for doing IM lol, unless you're scamming people online, that's out pair of shoes, but if for any reason you want to stay completely anonymous in your country, do the following :
1. Buy satellite dish and necessary hardware for receiving sat internet connection in both ways.
2. Get an offshore sat internet account
Do the research for satellite ISPs, they aren't cheap, they aren't fastest either, but nobody from your country will be able to track what are you doing online, because in the eyes of your government, you got no internet connection, unless you get a connection from a local provider which you shouldn't obviously. With a little bit of luck, you can even get a contract with a fake identity.
Everything else is a bullshit.
