But on other side to avoid over spend and better utilize your capital, you can build the network of sites for a niche, which got the potential to make good dollars. Use that network to rank your site, can also sell links from your network. The important thing, you need to assess the profitability of the niche, dont just jump into any niche.

Lets say you start a blog on money making, you know the potential to earn is really huge if you manage to crack any good keyword, choose the products and see how much you can earn per sell, predict the earning based on keywords searches on monthly basis and decide your SEO budget accordingly. I do not have time for all this. I am busy with other ventures which I have more expeirence of.
 
You need to focus on free tools first. Google search console and G analytics give you 90% of what you need. Only pay for Ahrefs/SEMrush once you're monetizing.

The biggest budget drain is usually content, write your own pillar pieces, outsource only filler content. If you're short on time to write articles, you can look into pricing on gig and microjob sites (I've noticed offers for articles written by people at a low cost on sproutgigs, between $3 -$5 with good reviews).
