i have Recently created my Paypal Account and i want to use it with ebay, but im afraid like as soon as i receive orders on ebay, my paypal will get limited, anyway to avoid limitation ?!

My Paypal is Fresh new, No Vcc attached no anything

should i buy a Vcc for it ?

I'd say maybe let the account age for a bit. Linking a VCC / Bank account can help for security.

Currently and to be honest with you, there is no solution for paypal limits.

Attach VCC, verify your email and verify the VCC, anyway if you get orders fast your account will be asked to upload documents.
