Could you provide a little more context ? If you mean promotion of Medicare etc you do not need to cloak for that

For example running ads for a website/business that functions as an intermediary for applying for ID cards or driving licenses.. Cloaking won't help, already tried that. It has to be something with the ad text or settings, just don't know what it can be
