Is there any safe and automated way of doing this?

I want to DM each new person who follows me to offer them a free giveaway on my website.

Yes, using a bot, you can do this.

Use Jarvee, it works well
Do it slowly to not get banned

Make sure to only check every few minutes. I got a lot of accounts banned for this already lol

At the moment I am using socinator for this
so far it works fine

Its never the bot thats the problem its the user that sets the settings (only in rare cases). Jarvee works fine if you have good proxies and accounts with safe settings.
