how to assure youre getting the best ads?

It doesn't work like that, when i come to your site, i will get the ads that are targeted at me, (mostly website & im type stuff) If someone is looking for the type of content that you provide, and have already been looking up information about it, then the quality of the ad is better, and therefore more targeted which means higher click value for you.
You can actually ad in some code to your adsense to target certain keywords which helps too, and can force the ads you want on your site.

The point of keyword research is to help build a relevant and targeted site around a subject. Years ago, you could just then expect ads that where targeted around your site, so everybody built cancer, and lawyer sites. That doesn't really happen now, unless your user is clearing the cookies.
Have a look at what happens to the ads that you get served up, by browsing around some sites from google searches. Most of the time you actually get the ads for the keyword BEFORE the one your using too.

so then CPC isnt a HUGE factor but more so of the exact searches so you get more people to your site?
what would be better to rank a site under
a keyword that has 0.50-1$ CPC and 10k exact US searches
or a keyword that has 2$ cpc but like 4k searches.?

To new visitors yes. To people who have already visited similar sites to your niche, then it becomes more relevant. However, a company might pay you $5 for a click on your site, if for example i happen to come across it, and then get targeted ads to MY biggest interests, and then sign up from your ad.
So you could have the shittest keywords, and still make money, or the best keywords and make no money.
