Not very similar, Facebook ads have more specification than insta becuase you if operate via meta, you can run campagins on both fb and insta, so it depends on what category of ads you want to run from meta, bestofluck!

You can use for instagram multipe accounts/child accounts to promote your main account or if you want via ads you can use facebook they have more specification for targeting compared with ig
Sort of yes. FB ads are the core, and handle IG ads as well.

Both are same. Create fb adsmanager account. Add payment method and run ads. Make sure select instagram in third steps(Placement).

They are not the same but definitely similar. FB has more users so if you want to reach more people it would be better to create your ads there.
