How to add PayPal to bing accounts?

What I'm asking is, those "account sellers" seem to be having PayPal as the primary billing method. How is this being done? In my opinion they must be allowing a card that say bing doesn't allow, otherwise they would be going direct right? Can you use the same PayPal more than once?
