How this guys make money?

I saw on upwork and other similar market that a lot of freelancers are selling "Drafts" of their google play console as low as 5 usd. Okay that's great.

Freelancers earning 5 usd by sharing one app access to a mysterious client that anytime will terminate ones account.

To be simple, when app is live on playstore. They get paid.

But as I saw in my friends account, those client are uploading 'Guide apps" and fake shits. How these clients earn? Someone even bought two apps access for 20usd, when they can get their own console for only 25usd.

Enlighten me pls

Because now days. It becomes more hurder to open a gdev account.. U need more than 25$ to open one without been terminated

They are uploading apps with probably casino/betting offer accessible by deeplink and promote these apps in facebook, google ads so on until it will be banned. Quite well known and popular cloacking method in eastern europe.

Upd. Renting of accounts gives them warmed up account which will survive longer and also more flexibility with scaling.

Any one can give example of those Apps ?
