There is some method to increase Alexa rank. First is using a bot with proxies, this bot visit your site, requirement is you have to get a lot of proxies for it. The second way and more popular is your site being iframed in another site with real traffic (width=0 and height=0), hacker usually do this on a hacked site.
Btw why do you need to increase Alexa rank ? It is meaningless. Your traffic are bots and iframe, which mean they are unreal, useless and only waste your server resources.

Higher Alexa rank means its lower traffic. If he got it to over 9000! that would mean something but over 900,000??

India traffic is cheap.. maybe this is the answer.
It's not neccesary to have Alexa toolbar for each user in order to "count". Those rank and number was calculated. For example there are 1% of internet users installed Alexa toolbar, and 0.00001% of that 1% vitsited your site, so they will do the math to estimate percentage of internet users who visited your site. Furthermore, Alexa not only take data from their toolbar, they might pull data from many other sources and companies.
Again, what is your purpose of increasing alexa rank? it's quite meaningless, especially for internet marketers at here.

It's simple.....he probably uses bots to send traffic and they have the alexa toolbar installed on various proxies.
