How these websites are advertising in BingAds?

Just looking for some crossfit stuff and found these websites advertising in BingAds and even in Google Ads!:

How are they getting their ads approved? Why they are not being banned because of doing arbitrage? They are not even using cloaking! I

why would they ban arbitrage ?

Is there a rule in Bing Ads or Google Ads that prohibits Arbitrage?
