indeed you can buy this type of views, but what is the point in this case ? this channel may have another traffic sources, embedding/linking their video to these sources will result in External views.

Its just manipulating the algorithim. They blackhat most of that. If your lucky, 1 out of 10 videos will go viral. Probably has a decent budget too.

Buying views and engagement on youtube in general can help you a lot if you want to start off on your own. But sure, you do need a decent budget.
For example, DJs do it to get their first gigs.
