How the Virtual Credit Card Works Exactly?

I'm done searching! I've gotta ask now. lol
Actually, I have a Debit Card already, but I can't get verified my PayPal because I live in Cambodia, which can't be verified forever. This is fucking frustrated.........
When I want to buy a VCC and have my PayPal account verified, I don't know what is the advantages and disadvantages of it, so I come here to ask for help.

If I have a PayPal account verified with a VCC, how can I withdraw my money that I received online to my bank account or my Debit Card?
I heard about the limit sending or receiving, blah blah blah whatever... What is the limit term means regarding to PayPal?
I also hope to find a good seller here.
