How strong are blogsroll backlinks?

Ive been offered a couple of blogroll links pr4 and up for a very cheap price but i don't know how good these links are.
Does Google still give as much seo power to these link? what do you think?

Interested to see people's thoughts as well. I know a lot of people stay away from them since the latest updates and since so many sites got penalised for unnatural links.

My competitor still rank pretty well with blogrolls and sidebar links, I don't know why Google didn't penalize it even after the last update. What gives?
