You talking about expired and deleted domain. In test was used expiring domain from Godaddy auctions, where the most important diference is,
that after you'll buy it - the domain registration date is still same, instead of expired and deleted domain.

On tested site, there was new content optimized base on anchor text, previous positions and previous content, all previous urls was used.

Google themselves own the patent on using page load times as a ranking statistic. This points to it having a very good chance it is used on some level. At the end of the day it's just common sense to provide the best user experience in any case.
