How Should I Sign Up?

I see on most CPA sites they have the option to sign up as publishers or advertisers. From what I read here I thought we were supposed to sign up as advertisers but then on on site it told me to only do that if I have a product to promote and that if I want to promote someone else's product I needed to sign up as a publisher. I am a bit confused. Can someone help a noob? Thanks in advance.

Thanks. Seems to be some company's have the terms for advertisers and publishers mixed together and that confused me.

should one register with their personal info or just some fake?

if you want to send traffic to offers = publishers
if you want traffic to your own offers = advertiser
