how should I chargeback?

Recently I purchased a package from ipresencebizsolutions(dot)com
I purchased keyword research however upon recieving my initial keywords The first batch didnt meet the criteria of "all keywords being under the same niche" so I waited 3 more days and recieved a new batch of keywords. However now, when I went to look into the words to verify that they met the criteria, NONE of the keywords matched the "high adword comp, and low google comp" criteria. All the keywords are "low" on google keyword tool which means LOW adwords competition and not high. However the seller refuses to refund saying he matched the criteria because HE doesnt understand how to use the google keyword tool.

Now my question is, when I charge back my 89.99 Should I call paypal and explain what I purchased, and how it wasnt what I paid for. Or should I just claim it as unauthorized claim to get a refund.
Luckily i purchased this on my "blackhat laptop" which is ALWAYS running under a VPN and not my normal computer I use to purchase products through paypal, so I know it wont match my normal IP address.

Idk how would you guys get your refund?

For digital stuff you probably wont't get your money back if the seller don't want to refund you. Open disput thats all you can do.

PayPal sets the following criteria for Chargebacks:

• The purchased item never arrived.
• The item was significantly different than advertised.
• Their credit card was used without their permission to purchase the item fraudulently.

So it would seem that you can be honest about what happened, and be justified in doing a chargeback.

ive heard of many people using VPNs to mask IP, then buying stuff then saying it was unauthorized and since the IP doesnt match up they get their money back, I lost 50$ selling diablo 3 stuff like that and it was digital. Thats why I assume I should claim it as unauthorized because i feel like if i call paypal they wont understand in depth of what i purchased and how the seller didnt fulfill this.

Yes but will paypal understand what I am talking about? will my screenshots of their keyword, emails and google keyword tool explain it enough

If you explain well paypal will understand.

ok when including pictures of my email, should i upload them to tiny pic? or how should I include them? im typing up everything in word with pictures and all then planned on copying and pasting and just uploading and hyperlinking pictures in the chargeback request

Honestly, I don't know. I'm really no fan of PayPal, so I can't say I have much faith in anything dealing with them. Just stating what their official policy is.
