How should I be targeting multiple locations?

So I don't mean to resurrect a dead thread but from what I've gathered -

- make separate landing page for each location
Question: what about the content? Should it still be unique?

Also what if its an online company (dropshipping, marketing, seo, etc.) but want to rank for local keywords?
Should I pay someone to get listed on google maps ?
