Like a DR of 62 with just 465 backlinks? I found this site while Googling "Best SEO marketplaces" here in India. Can someone shed some light on this matter with some sound logic?

DR is a completely link-based calculation: https://ahrefs.com/blog/domain-rating/
If those 311 RDs have a high enough level of DR, and the pages the links are on are not buried away a dozen levels below root, then that range of DR is not uncommon.
 
Maybe they have more number of backlinks from highly authoritative sites. Just my opinion, i am not sure about it.
 
For me it's just a bad (not reliable) rating system.
I have a website with DR33 which has 7 referring domains and around 200 backlinks.
 
so you checked the DR, but you have not checked those backlinks? 90% of them are very strong backlinks....
