If you buy a verified and aged account and if you always use that account safely with the help of proxies and if you never spam on those accounts, you will never be banned or restricted permanently.

It depends. Could be a multiple of reasons:

Bans associated with payment methods:
- The card’s BIN is already marked by FB
- You’ve changed a payment method

Accounts-issues:
- You changed your IP
- Cookies are compromised

You also could violate Facebook’s policy.
