When making a new website, what should I avoid doing to not get banned/penalized by Google ?

Your links tier-1 as well as tier-2 links should not contain any duplicate content, but unique content in order to ensure a better ranking. When using three tiers u can use spun content on the third.

Avoid low quality links.

Tier 1 , use unique articles and not spun.
Make sure your site has proper content, run on-site SEO reports by SEO Moz.
Proper Keyword Diversity, you need this.
Property diversity, build as much properties as possible but don't build too much of certain types.

Avoid cheap spammy links when starting since those will get your site sandboxed real quick.

Build authority high quality backlinks instead and they will help you in improving the rankings of your website.
