You need to check the link profile manually (strong or spammy backlinks ?) and previous owners/content (niche relevancy ? previous pbn ? possible penalty ?)

HI,
I would agree with other users. 12 months and that many links, its stange.
One way of see if a domain is spammed is looking at the anchor text concentration, If 80% of the anchors are high commercial then I would skip it.
