Actually, this is not true. CAN-SPAM does not prohibit the sending of email to someone who has not opted in. There are countries who have that as a law (UK, Canada, maybe Australia), but the CAN-SPAM Act, a law from the United States, still allows emailing without opt-in consent (unless it is adult-related content).
It does require, however, that (a) you have an opt-out link at the bottom of the email, (b) you have an accurate physical address at the bottom where they may send you a letter opting them out, (c) you respect someone's wish to opt out if they choose to do so, and (d) you don't mail to scraped email lists.
There are other rules in there as well, but as far as what pertains to this discussion, THAT is CAN-SPAM.
When I started working in email marketing, my employer made me read the damn thing twice. Never thought it would come in handy like this.

1. I don't do SEO, so Panda didn't affect me.
2. I've had too many issues with random people messaging me on Skype just to ask for free advice. As such, I've stopped giving out my Skype ID. I hope you understand.
I'm currently earning 0$ with CB , i've just started yesterday,I'm still new to this .If anyone could give me some tips I'd appreciate , Yesterday I've promoted a job from CB on 7-8 websites such as Craiglist but free websites, I didn't get that much traffic ,To apply that job they have to email me with their resume , I set up vacation settings on Gmail so whenever someone mails me I auto send a email back with the link from CB , Unfortunately I've recieved 0 email until now .

I outsource my emailing to a third-party company, yes. I've been at it for about four years.

Hi Otrap, I just finished reading this thread and it got me great ideas thank you for that. I've been doing IM a few years back, but I was gone for a year or so and now I'm trying to get back. I have a couple of questions to ask you:
- is cb still worth pursuing for a newbie?
- does review sites with emd still work?
- to be a vendor or affiliate?

I'm gonna answer these for you:
- yes, a good read would be Google Sniper ebook
- they do - that's the only way I promote products and money's good
- being vendor is way more lucrative but it's also much more work, while you can be affiliate almost passive with about 10 minutes of work once you've got things figured out

I use GetResponse. AWeber or GetResponse would be good companies to work with. They cost per month, though.
Become a vendor on CB. Offer 100% commission on a very low ticket offer. Collect visitor data via opt-in form.
That, in a nutshell, is pretty much what I did to get started. Gave away all the money on the front end in order to bank the leads on the back end.

By saying "wish I could," you imply that you can't. That's a defeatist mentality ... it's "stinkin' thinkin'" ... and you've gotta change THAT before anything else if you want to start earning.
