Can you get the annotation on a highly watched video? Or would it be a new video that doesn't have any views? That would make a huge difference in what people are willing to pay.

That depends on the video and the account (Copyright Strikes, Community guidelines, If it's a PVA or not etc.)

but generally yes, I can do it on any video although for old videos I'd have to have account access.
