How much would a twitter account like this be worth?

15k followers, 5k inactive.
I get up to 10-20 real retweets for every tweet, As twitter flagged my ip for every little spam i did, I'm left with no choice. How much would it be worth? Targeted followers are mostly teenagers belonging to fandoms, highly active. Should i build it up and sell it or just leave it?

Real tough to actually sell these people anything. You should better keep the account for yourself and try promoting stuffs from amazon. Also try gaining more followers by posting good tweets and interacting with your current follower base.

Thanks, twitter is getting tough nowadays. they banned my account when i started to unfollow less than 50people.

I've unfollowed 800 within a 15 minute time frame about a week ago - had no problems.

What about change your IP address?

It's probably worth about $50 at a push and even then it's only so it can act as a 'Retweeter' for a bigger account on the same niche.
