Hey guys I need a really cool world of warcraft related website. My competitor is http://www.arenarating.com and they have a cool site. Looks like they did with cakePHP

You have to watch this type of business.
the laws are changing and virtual items hold the same copyright value as real items and you can face prosecution.
The game runescape (jagex) has won several lawsuits over this type of business.
Not sure how wow and those companies operate though.

I'd say probably anywhere from 500-800 dollars, depending on a number of different factors. Looks like just a basic e-commerce site, offering digital goods in exchange for cash. Once an order is placed, either a back-end script takes over (unlikely), or an actual person executes the order.
It depends on exactly what you want to do, however you could use an existing template design for an existing CMS platform (wordpress, drupal, Mura, etc.) and you could probably get by with $500-$1k in total cost for minimal customization.
If you want to really customize the site and got for some unique things then you'll need to spend a bit more. A fully custom site from the ground up could run you a few thousand but would be built to your exact needs so that's an option.
