How much to create a Soundcloud look-a-like website?

For all my web designers, how much will this cost to create and maintain? Roughly.

I've been using it for years and am a producer. I have 4.3k followers on it, and as of this morning they decide to freeze my account. Why you may ask? Because I reported one of my buddies tracks that somebody else stole and linked them the original. They have the option to report someone else's content if I'm not directly associated with it, so why am I being punished?

Anyways, I'd love to create my own Soundcloud. How much would this cost to design and operate?
