How much technical knowledge do I need to do cloaking well?

I'm tempted to use some of the services, but I'm not sure I know enough to tell if they are worth it. I'd rather gain the knowledge myself. But first, how deep of a rabbit hole would that be?

If you tell me what you are trying to accomplish I can tell you which tool would be best and what else you may need. Please careful with anyone saying "this tool is best" without understanding your requirements, that's non-sense.

The choice of cloaking tool does not depend on particular niche in any way since cloaking is a purely technical process of telling bots from human visitors.
