I can get people who are looking for seo and web development/design but don't have a figure in mind in which to sell them to businesses... The leads would be exclusive and actually genuine people looking for the services.

Any suggestions would be great.

depending how much they'll spend .
if their pockets are full , I'd say 100$

I would go for a 20% revenue share since you say they are genuinely going to purchase.
