How much should a custom wordpress site cost?

Looking to have a site built for an authority in an industry around wordpress.

The site would need to be completely custom from the ground up and will require heavy modification and PHP.

How much should I be paying for this, and where should I be looking for a developer?

There are many developers here including myself that can assist you with that.

It all depends on what you need done and the time it will take a developer to code it up assuming that you already have a design. If you don't already have a design, then of course that is added cost and added time to the project.

Wordpress mainly runs on 3 things: PHP, Database, and Javascript. So anyone coding up a custom built theme will have to be proficient in those 3 area's.

While there are many "hack job" developers out there, for a good coder you are looking at $50+ per hour and more then likely 40+ hours for the development of your "custom" theme.

So in other words, if you are serious about a custom theme and have heavy alterations needed to be done to it, you are looking at anywhere from $2,000 - $10,000 for quality work.

The market average for a baseline website is $1000 - $2,000. I don't recommend going with anyone who charges less because the quality of the work will negatively (and directly) correlate to the price decrease.

There are plenty of good wordpress themes that require little customization. Just look for premium themes then hire a graphic designer to design custom graphics like buttons and banners hope this helps.

Price varies because everyone has his or her price tag.

To be on the safer side, pick only designer who are within your range.

Just make a job posting on a freelancing site (oDesk, elance, etc.).

Listen we went with a custom wordpress site ourselves for around $800 and the site was totally useless and not up to par what so ever we ended up actually filing a lawsuit because of the waste of money.

Instead of creating a new theme,
I will suggest you to select a good pre-made theme and then pay a good graphic designer to make the site unique.
