how much needed to get this position...;

a certain blog is about at alexa rank: 1.298.000 and global rank:1.400.00. the blog has 1000 backlinks , 272 refering domains, 8 edu backlinks.

suppose i would like to get the same google position for certain keywords as does this blog. is this possible in 3 months? how much would it cost /month? in a way it is sustainable and not penalised by google.

First thing you should know is, no one can tell particular time for ranking a website.
It depends on competition for that keyword.
If you don't want to penalise by google, update quality and unique content, interlink pages in your website.

Divide those number of links by 90 and you need to create that many per day. But, the quality of links also matters.

Depends on the kw-s and the links this competitor has (I don't think Alexa ranking shows enough).. Based on these details I'd say it's possible in 3 months, and you're looking at $200-300 a month to do it. For long-term projects just don't throw spam at your site, and don't order link packages that you don't know what you're getting / or you don't know how to analyse links you get. If you get decent links from authority sites you'll be fine.
