well it depends on anchor ratios and how niche specific the bulk of them are, and the rest of the backlinks. But id say its probably worth a bit more than $20 that the previos guy said.
Anchor texts must not be diverse at all. Mostly branded is ideal.

I second Nargil. Good clean law related domains are rare and always on demand so few hundred bucks at least. One problem I see is that this is the historical index which means that not all of those links are live, which would lower the price.

Ahrefs is kind of messed up when it comes to determining whether a link is live or not. You'll have to manually check the most important ones to verify this (nytimes, wsj, chron, etc).

Yep, thats what I usually do. However convincing buyers (if you are in the domain business) to do it is quite a hassle.
Ahrefs is not messed - they just count links not crawled in the last 90 days for lost. The reason is simple - crawling budget..

I Think the price is very low because, even though they have good links, they are mostly nofollow
