I think you're asking the wrong question here, friend. You need to decide for yourself how you will monetize it, and how much you expect to earn from doing so. Based on that you make your offer, not some estimates provided by other people with their own ideas.
In general you'd be right to ask, but these things (fb pages) are dependent on so many factors you will be hard pressed to find an "objective" answer.

The owner told me that he is not capable of making any money with this page. I do have some ideas, but I don't know how much I can expect.

My answer remains the same, however. You need to have a serious plan worked out on what to do with that page before investing in it! Your question seems to indicate you asking "What would someone with a plan be able to pay for/earn with this?".
The engagement seems very low for a page that size, but the reach seems good. You'll have to work out a way to improve it, perhaps by finding a source of truly interesting content. Think of some offers you could promote on that page. What is the geo location of the followers? How many would be interested? How many would you need to convert to make some worthwhile money?

You could build your own one with higher engagement for less than 300 bucks and some solid S4S. This one would be like kicking a dead horse.

OP Here are some stats to help you deciding , hope this helps .
It means only 13% are money making fans and second important thing is , on average video/photo post gets about 394 likes 12 shares 7 comments ( the numbers were calculated on the last 100 posts from this page ) .
Personally , i would pay max 1k.

Yeah... This page has organic population and it has been built over a period of time... It should be much better priced. With 500K Likes it can be a good resource for somebody in that industry.

It depends on how much it makes per month. I recently sold a FB page with 600,000 followers along with its website for $40,000 - it was generating $2,500/month and all the traffic was coming in from Facebook directly to the website.
