There isn't an easy answer for this. A page can have 33k likes with only 2k being actual people. That's why it's always risky buying facebook pages. You're better off using that money you would spend and using ads to grow your own.

Why are you specifically looking for 33k likes? Not 50k, or 100k? 20-50k will have good engagement if the likes are real, which will require you to do your own due diligence before buying it.

A year a ago when it was active it had about 600+ likes - 800+ shares daily - depending on the post

Depends on what the page is and which country the likes are coming from. I personally would ignore pages with low buyer intent.

Ask the owner if you can buy a few shares/links and try to promote something on the page, even for earnings. If you are happy with the results offer to buy the page, starting with a lowballing offer that you could recoop in two or three months and see how the owner would feel about the price.
