Why is it not worth it ? He must have grown with continous effort and a lot of time would have went in it.

Depends on the amount of interactions and engagement the account gets as well.

No. There's so much difference between a 17k account getting 1k retweets per tweet and a 17k account that gets 1-2 interactions a post which is worth absolutely jack shit.

If it has low amount of interaction, it worth the amount, what you would pay for 17k low quality/fake followers plus the price of an aged account with some activity.
If it has a substantial engagement volume, that's when you can start to calculate, that how much is that level of engagement worth to you and compare it to the asking price. Don't make the mistake that you offer a price without knowing the asking price. Seller should go first, if he/she wants to sell. If not, there are always other accounts to buy especially in that follower range.
So I asked the guy if he would retweet one of my tweets to see engagement and he won't do it. But the last tweet is a video of some women showing off her big huge you know what, and it got 67 retweets, 342 likes, and 5 comments. I would say the engagement looks pretty decent. I'm thinking about offering him $100 maybe $150 just to see if he bites. What do you think?

Tell me how you know that, and i will tell you how much its worth.
I have my own account I have been growing for 2.5 months now and only have 700 followers. If I could pay $100 and get 17k followers I think it would be worth it. My only issue is that my adult niche is a little similiar to this account but slightly different. I am afraid if I start tweeting out content related to my niche. I may lose followers. But I still think the overall interaction should be pretty good.

My main method would be to promote my tube site which brings in ad revenue.
