How much internal linking is safe ?

As long as it's natural it doesn't matter.
If you have a piece of content and you got 15 related articles you can link to it that would help the reader and add additional information and quality WWYD?
Link just to 4-5 articles because people told you to?

But, build links without engaging in link stuffing.

There is no such limit ut it depends upon your content as over-optimized linking will not rank your page. Less content will not rank your page so use links based o your content.
 
6 to 7 is fine or more depending on your content and it's length, But until you are linking to the relevant pages and not spamming.
 
Unless you're bombing internal links per page and your linking pattern is totally random, internal links should not hurt you

Just make sure to do the following
- accurate linking
-use link form diversity
- randomize link frequency
 
Only use internal linking if it benefits your visitor. So relevance is key!

It depends on the content length, you can link to as many as you want and make sure it is linked naturally within the content. my suggestion is to use 10 to 15 links per 1000 words.
