my competitor has a homepage link from a legit PR7 site. This is not a blog network, it's just some guy who is running a real site who happens to rent links I guess for extra income.
The links are not in a paragraph or anything like that. At the end of his homepage, it simply says "useful sites" and it lists a bunch of sites.
how much do you think they are paying per month for this?

based on the backlinks, it has to be.
140 unique .edu (not .edu.cn real .edu) 30 unique .gov (not .gov.cn real .gov)

so? .edu and .gov backlinks are not special... these extensions matter like .com .org, etc.

And you checked those edu links and saw that these are genuine in-article non-spammy links?
 
Shoot the owner and email and ask him yourself. It could be anything from $50 to $1000 depending on other factors, such as monthly page views.
 
You can get root access to sites for cheap, don't be so sure the sites not hacked.
The hackers who list sites in SAPE (the only good ones on the network worth the price) have access to thousands of these sites at their fingertips.

You can get access to a PR7 for 40 WMZ and snatch a few PR3 @ 10 WMZ each.

If you use the links and don't hide them well, your links will be removed quickly and root access changed when they notice the sites hacked.

I don't recommend this, but that's a possibility.
 
why do you care so much if it's real or not? the original question was asked under the condition that it's real.
You claimed it was real, I want to make sure that this is a real PR7 site (I doubt it) before I give you my opinion.
Honestly, I think it is a fake PR7 site, and the owner of that site is selling home page links on Fiverr
