It depends upon many factors like -
- the niche he/she needs to write,
- his/her experience and expertise,
- the country he/she belongs (if copyrighter stays in 3rd world country then prices are usually cheap),
- Your negotiations power for their service and payment, etc.
There is no set thumb rule for their rates / charges.
