How much for a generic website designer

Guys,

I looking to buildup a new basic corporate money management website based off either Octofirst Template on wordpress

Other template based ideas are welcome too. This a strict template based one to keep the budget down.

Non-flash one.

Budget is : $200 -$300

Requirement is for a generic homepage, about us, TOS, Contact us, performance etc.

There is also a need for the email verification thing so, ppl to see some pages.
