How much does website size and age matter in ranking?

I have built a local service website and I am trying to rank it for "service city" My off/on page SEO is significantly better than those on the first page, but I am not close and the only two things I can think of are that my site only has 9 pages indexed in Google, and it was created in November 2017 (approximately 4 months old). Just wanted to ask if these are big factors or not in local SEO? I also did not register the business with Google mybusiness or Google maps.

What are the top sites like ? Do they have a lot more content then you ? How old are they ?

Yes it has a lot of factors. Your site is also only 4 months old and it really takes 7-8 months before you can start to gauge how things are really going.

The pages that I am specifically trying to outrank don't have more content than my main page, though they have much more content in the sense that they have dozens of pages indexed in Google while mines has very few. They are also very old websites; the #1 result is a 20 year old website and many are 10+ years old. I guess at this point I have to play the waiting game for a few more months?
 
You say your off site SEO is significantly better than competitors. What link building have you done so far?

Are you saying that in 4 months you have built more and/or better links than a competitor site that is 20 years old?
 
It all comes down to how you are doing your offpage as that should complement onpage seo. either one of them lacking mean no result. also there is no fix time period that it can rank in so many period. Same work to 2 different business may result in altogether different result with one web may rank within a month, while another after 4 months. Since its local, go for map based off page seo and stacking job. I used them before and they work good for local niche. last word, dont buy any random stuff (there are many wolf in the market to snatch your money). make stepwise plan and buy accordingly
 
All these things matter, but that doesn't mean you can't rank. Build strong local backlinks and you would get results.

I have a PBN. From what I see of this competitor (visible to the public using tools like ahrefs), my offpage is definitely better. However, it's still possible that this competitor is also using a PBN, though I wouldn't say it is likely since the on-page SEO isn't exactly "optimized". Usually when someone is using a powerful network they focus on onpage stuff too - it looks like this competitor is not.

Maybe it was a mistake to build links this fast, though I didn't really drop too many. Nobody in the top 10 seems to even be doing SEO actively (most don't even have the keyword(s) in Snippet title or page title). At this point I'm thinking it's coming down to age and the fact that they are Google verified businesses.
 
Reviews and local citations are very strong factors for local seo. Plus you will need to be on google my business, this makes it easier for getting into the local pack.

IMO site size and age are not the issue here.

I don't have a Google Business listing because I can't verify the address. How can I use citations if I'm not on Google maps?
 
Register with google my business and GWT, then focus on niche blogging and cover as much local events closely associated with your niche as possible.

Even try to do some CSR, maybe tie up with a local NGO and promote their stories on your blog.

Try to reach out to as many as local online publications and online directories as possible.

Last but not the least build local citations. These steps should immensely help you in improving your SERP.
