It depends on different things. Simple SEO services are usually affordable, but there are complex ones with significantly higher prices. You may check the marketplace section on this forum, and you will find a large number of SEO services and freelancers. They all have prices, and you can see their range.

It depends and the same service will cost cheap and super expensive depending on how you getting it.
- Some know what services they need, but they need help with them, e.g. client know (think) thank he needs backlinks, so the SEO guy/company creates those links for the client.
This would be cheapest way (check BHW marketplace for SEO services)
- Other do not know what services they need, but they look for specific keyword (or whatever they want) so the SEO guy/company decides on the services and provides them.
This would be medium price as it requires analysis.
- Some don’t care what services or keyword they need, but they look for specific result.
That would be a probably most expensive type of service.

Also how dedicated an expert is towards you as a client, someone will charge more for quality content and complex or competitive keywords as compared to the low ones, all depends on variables

Depending upon website, keywords, competitors. Now a days white hat SEO very difficult and strange. Normally charge for white hat SEO approx $250 for 10 keywords...
