I wrote an affiliate system myself a few months back and the part which took the longest, not due to the difficulty but because I wanted to give my affiliates as much info as possible to help them sell my product was creating the control panel.

All of the things you want, there are already pre-written scripts out there, maybe going that route will be both easier, quicker and cheaper.

It is not easy to tell the cost without knowing the specification, But you can find many small development companies who already have similar projects. If so, you can get for around 1k.

If you have budget, find a decent company to write it from the scratch, it will help you in long run.

Yes, if you intend to scale it, do it from scratch. It will cost you more to do some modifications in a premade software

Depending on the complexity of the thing, it can start from few hundred bucks if you ask a IT student

I charge about 50$ per hour, and just out of the blue, My guess is that this wouldn't go under 5000$ - 7000$

I work as a programmer and I would never do that for $1,000..maybe $4-5k if it's not a crazy amount of work.
