Obviously, you will not be able to get a new account on your name and your existing sites.

I think people create separate accounts for separate websites with same name and different payment information, just to be safe

Try to get a new adsense account per website. That's the safest way to get involved with adsence. Adding multiple sites is always a risk since we barely find people who only stay with white hat techniques these days.
